Arizona Chamber Of Commerce To Host Anti-Marijuana Legalization Workshop

Arizona is one of a handful of states that will be voting on marijuana legalization in November. There are still some signatures that need to be verified, but the campaign should have more than enough by the deadline. Opponents have been ramping up efforts in Arizona, with the Arizona Chamber of Commerce announcing that it will be putting on an invite-only workshop next month. The intent of the workshop is to arm anti-marijuana supporters with talking points and ‘education’ in anticipation of the November legalization vote. Per the Phoenix New Times:
The Arizona Chamber of Commerce is offering an anti-cannabis workshop next month with prohibitionist county attorneys Bill Montgomery and Sheila Polk to help “sound the alarm” on a proposed legalization initiative.
The Chamber will offer the March 2 invite-only workshop to corporate legal advisers, human resources professionals, risk managers, and compliance officers.
Made up of representatives from the cream of Arizona’s business community, the high-powered group came out against the planned initiative in June and donated $10,000 to an opposing group in December.
I don’t understand why any business organization would oppose legalization. How Much Did The �??Stoner Sloth�?? Campaign Cost Taxpayers?

Late last year the New South Wales government rolled out a ‘stoner sloth’ anti-marijuana campaign. The public campaign was meant to dissuade teens from using marijuana. As seems to always be the case with this type of propaganda, it fell flat and offended a lot of people in the process. Essentially, the series of videos showed very stupid sloth type characters in everyday scenarios, trying to suggest that when teens use marijuana they are like the stupid, slow sloths.
The campaign was immediately criticized, with many critics pointing out that the videos would never be taken seriously by teenagers who are actually much smarter than members of the New South Wales government think they are. Alienating teenagers is never a good strategy, for anything. Teenagers deserve a serious conversation about marijuana use, and not one that cannot be taken seriously. The Arkansas Medical Marijuana Amendment Of 2016 Approved To Start Gathering Signatures

Arkansas voted on medical marijuana during the 2012 election. The medical marijuana initiative (Issue 5) failed by a vote of 51.44% to 48.56%. Supporters have been trying to get back on the ballot, with an initiative being approved this week to start gathering signatures for the 2016 ballot. Per Marijuana Business Daily:
Arkansas Attorney General Leslie Rutledge approved on Wednesday the language and format of a proposed constitutional amendment that would legalize medical marijuana in the state. Supporters will now have to collect about 85,000 signatures to make the November ballot.
Rutledge had rejected the five previous MMJ proposals submitted to her, asserting in each case that their titles were too ambiguous. Earlier this month, Rutledge rejected a proposal that backers dubbed “The Arkansas Cannabis Amendment.”
The amendment Rutledge approved this week is called the “The Arkansas Medical Marijuana Amendment of 2016,” which was submitted by Little Rock attorney David Couch.
In addition to the nearly 85k total valid signature requirement, there are also county signature requirements in Arkansas. That makes signature gathering strategies tougher, especially with such a short time frame to work with. The campaign has until July to meet signature requirements, which isn’t impossible, but will definitely take a solid effort. CBD Medicines Face New National Challenges

The Cannabis Benchmarks Weekly Report tells us that a half-dozen companies who market CBD-laden medicines and foods were sent letters this month from the FDA warning them against making claims of health benefits.
CBD is the shortened name of cannabidiol, a phytocannabinoid chemical prevalent in cannabis, especially when plants are specifically bred by master growers to express this characteristic. CBD medicines are currently available to patients in 23 licensed medical marijuana states, the District of Columbia, and 15 additional states where CBD-based treatments are the only form of medical marijuana legally available to citizens.
Six American companies that market and sell CBD products received letters from the FDA this month, warning them about language used on their websites. New Cannabis Ventures, the Benchmarks publisher, claims it is “the FDA’s opinion that even marketing CBD products as a dietary supplement is at this time against the law.”
They cite this passage from one of the letters authored by the Food and Drug Administration:
“If a substance (such as CBD) has been authorized for investigation as a new drug for which substantial clinical investigations have been instituted and for which the existence of such investigations has been made public, then products containing that substance are outside the definition of a dietary supplement. Alaska: Marijuana Businesses�?? Licensing Process To Begin Next Week

For prospective owners, investors, and employees, the long-awaited date to begin applying for marijuana business licenses is about to arrive. The newly dubbed Alcohol & Marijuana Control Office (formerly the Alcoholic Beverage Control Board) is scheduled to start accepting applications online on Wednesday, February 24.
Resources — including a FAQ, schedule, regulations, and other key information — are posted on the state’s website, available here. The page will be updated throughout the process, so be sure to revisit it regularly.
Meanwhile, legislators are expected to address the state’s inability to perform necessary background checks in HB 75. Also, we hope the state can establish an alternative to the current testing requirement, which could create a huge burden for businesses located in remote areas.
The Alcohol & Marijuana Control Office’s priority early this year will be processing cultivation and testing license applications, since both types of businesses need to be operational before retailers and manufacturers. The Marijuana Control Board is scheduled to meet on June 9 to issue the first of these licenses, followed by retail and manufacturing in September. Proposed rules for cannabis cafés are still pending, but we expect those will be available before such businesses would need to apply.

Hemp Industries Association Responds To FDA Warning Letters Regarding Mislabeling Of Cannabidiol (CBD) Products

Hemp Industries Association (HIA), the non-profit North American hemp trade association, has published its statement in response to recent warning letters sent by the Food and Drug Administration (FDA) to manufacturers of CBD products, regarding mis-labeling of drug claims on said products. Available on the FDA website, the letters explain that per the Federal Food, Drug and Cosmetics Act, CBD products may not be marketed as drugs, meaning manufacturers cannot make claims regarding CBD products’ efficacy in the cure, mitigation, treatment or prevention of disease. Furthermore, the FDA asserts that cannabidiol products may not be marketed as supplements, because ‘new drug’ consideration is currently pending for CBD. Four Swiss Cities Will Host Cannabis Clubs

Could Switzerland become Amsterdam 2.0? A pilot program consisting of four cannabis clubs in four cities is set to open in the small European nation of Switzerland. Switzerland decriminalized personal amounts of cannabis in 2013.
“The four cities have agreed to include pilot projects on their territory,” said Sandro Cattacin, Sociology Professor at the University of Geneva. According to SRF, the four cities to explore cannabis clubs are Zurich, Basel, Bern and Geneva. Each club would be allowed to legally serve cannabis to up to 2,000 customers each. Switzerland, however, is home to at least half a million cannabis consumers.
Switzerland has been home to lenient cannabis laws for awhile. For decades, retailers have worked around cannabis laws by selling cannabis as potpourri in sachets. A sachet of “potpourri” in Switzerland came in dozens of varieties, and sold for between 20 to 100 Swiss francs ($15-75).
In October 2013, the Swiss government dropped penalties for personal cannabis possession. Possession is now only a misdemeanor, and will not go on a person’s criminal record. Cash-Only Collectives Overwhelm Tax Office with Paper Stacks

You wanted cash-only? You got it. A Sacramento-based tax office is being overwhelmed with piles of money because cannabis collectives are forced to pay their entire quarterly sales tax payments in cash.
Kimberly, Director of a California dispensary who requested to remain anonymous, says her last deposit was for $30,000. “We’ve been a cash industry forever and it has been quite a problem,” Kimberly told the Sacramento Bee. “We don’t want to drive around town paying our bills in cash. We want to be able to just go to the bank.”
Members of the Board of Equalization (BOE) say that number is nothing—Tax professionals in California process deposits up to $400,000 in cash, or more. According to the Board of Equalization’s own estimates, the organization took home $200 million in cash payments last year. The BOE has looked into bitcoin payments, but that doesn’t appear to be an effective long term strategy. “I don’t think anyone really understands Bitcoin,” said George Runner, a BOE member.

The anarchist community of Freetown Christiania has thrived in Denmark—notoriously—since the 1970s. But its infamous Green Light District is under siege.
If you’ve ever lived in or visited New York City, you probably can’t imagine that a major city could be as neat and orderly as Copenhagen, the capital of Denmark. No one jaywalks or jumps a subway turnstile; every road has a bike lane running next to it; and homelessness is only for those who refuse to give up alcohol and seek treatment. But in this seemingly law-abiding city, a completely illegal open-air market still sells hash blocks and pre-rolls as if they were tourist postcards and souvenir T-shirts.
It’s called the Green Light District, and although it’s existed as a “social experiment” since 1971, the government has been trying harder than ever to shut it down. But the fearless dealers of the district—or “Pusher Street,” as it’s known on the maps—have matched police tactics at every step. Even under siege, the black-market commerce here is brisker than ever.
The Green Light District is only a small part of Freetown Christiania, the autonomous, quasi-anarchist community that was founded in an old barracks and military factory in Christianshavn, an island neighborhood of Copenhagen. Christiana covers some 85 acres, but only 200 people live here, while another 200 come and go to do business every day.

Pot Matters: Obama�??s Last Criminal Justice Budget

President Obama has sent his last budget request to Congress but has been unable to get it passed. The Republican Congress has its own priorities, especially in an election year, and the final budget for Fiscal Year 2017 (FY2017) will be negotiated throughout the coming months. The Obama FY2017 budget, though, reflects the White House’s thinking on a number of issues, especially drug policy and criminal justice reform.
As far as federal drug control funding is concerned the president has asked Congress for $31.07 billion to “reduce drug use and its consequences in the United States.”
That’s an increase of just half a billion dollars (only 1.67 percent) over FY2016. This funding request includes $13.68 billion for the Department of Health and Human Services (DHHS), $4.5 billion for the Department of Homeland Security (DHS) and $7.93 billion for the Department of Justice (DOJ). That’s a little bit more for the DHHS than its FY 2016 budget (which was $12.71 billion) and a bit less for both the DHS ($4.82 billion) and the DOJ ($8.03 billion).
As part of the DOJ budget, the request for DEA funding for FY2017 is $2.48 billion, just a little more than the $2.42 billion they received in the FY2016 budget deal.
