Since early fall of 1968, cannabis has been a part of my life. Not each and every day, not even each and every year. Staying employed, raising a family, succeeding as a member of a workforce as well as a member of a community, all contributed to moderating how I allowed myself to enjoy cannabis. In 2013, at the ripe old age of 61, I and my much younger wife were finally able to plan our retirement. A bill to explicitly legalize hemp has been pre-filed for the 2017 legislative session in New Hampshire by a group of Republican lawmakers; the measure will be discussed when the legislature reconvenes next month.

Under the proposed law – House Bill 151 – hemp would be removed from the state’s Controlled Drug Act. This would allow it to be treated like any other agricultural commodity. The proposal was filed by State Representatives. Daniel Itse, J.R. Hoell, and James Spillane; it also has the support of Senators Harold French and John Reagan.

House Bill 151 – which will be formally introduced at the session’s start on January 4th – has been assigned to the House Committee on Environment and Agriculture. To have a chance to move to a vote in the full House of Representatives, it will need to be passed by the committee by March 3rd. If it does pass the committee and House, it will then go to the Senate; if passed by the Senate, it will go to Governor Maggie Hassan for final consideration. Although Hassan is opposed to legalizing cannabis, she has remained neutral on whether or not the state should legalize hemp.

Medicinal cannabis overwhelming passes in Mexican Senate.

You may remember in our previous post, that Mexico was set to vote on legalizing medicinal marijuana. While there was concern that other issues would take precedence over the marijuana legislation, the Senate was able to come to a decision on the new bill.

In a landslide victory of 98-7, medicinal cannabis was voted to pass. As we previously reported, the focus of this bill was to expand access to CBD. However, this bill, also allows a small percentage (1% or less) of THC to be present in medicinal products.

San Diego has become the first city in California where legislation has been introduced to allow currently operating medical cannabis dispensaries the ability to sell to everyone 21 and older until the industry’s statewide recreational use regulations have been finalized.

As with figuring out his stance on anything, it’s difficult to nail down exactly whether or not Donald Trump supports marijuana legalization. Not only are there a plethora of contradicting statements, but deciphering the context of his statements adds another layer to wade through.

Last month Michigan Governor Rick Snyder signed a package of bills explicitly legalizing the distribution of medical cannabis through a regulated system of dispensaries and cultivation centers, including establishing a 3% excise tax on dispensaries’ gross sales.

According to a new report from Crain’s Detroit Business, the Senate Fiscal Agency estimates it will results in tens of millions of dollars in new taxes.

The report states that the new law will result in up to $63 million in annual taxes. It estimates that the medical cannabis market in Michigan will exceed $700 million annually once fully established.

The law goes into effect this December with a licensing system in place late next year.
