Grand Rapids Cannabis Decriminalization Stands

he Michigan Supreme Court has let stand an amendment to the Grand Rapids city charter that decriminalizes cannabis. In 2012, Michigan voters approved the amendment, making possession of or sharing of cannabis a civil infraction with minimal fines and no jail time. It also makes cannabis cases a low police priority, and forbids city law enforcement officials from referring cannabis cases to the Kent County prosecutor’s office. Kent County Prosecutor William Forsyth had been trying to challenge this voter-approved amendment—but had failed in the Kent County Circuit Court and the Michigan Court of Appeals. Forsyth claimed that the amendment was an illegal restriction on his power to enforce state drug laws (which continue to make cannabis a crime).

Grow Q&A: When Should I Expect To See Flowers Forming On My Pot Plant?

Dear Dan,
I was given my first plant this spring - a clone of "something." Supposed to be guaranteed. Anyway, I live in Denver CO area, and we had so many rough storms and rain this spring that I couldn't plant it outdoors until end of May or so. It is about 5 feet high and very nice and round with thick middle and all the stems and leaves are lush and thick. It's not a stringy plant and doesn't appear to have any bug damage and all leaves are nice green. No buds yet. When should I expect them?
My plant gets 6 to 7 hours of sun per day in an area sheltered from wind. When, where and how do I begin pruning? Also, there are lots of big fishing-size worms in the dirt it's in. I have good natural soil but added some compost and mulch a couple weeks ago. I fertilized it only once, about a month ago, with Happy Frog. Is there anything I should use for encouraging the buds? If so, what, and when do I apply it?
Lastly, when should I harvest the plant this year in this part of the country? I'm in Zone 5. As an aside, it's an organic plant, I pull my weeds and don't use bad chemicals. Are there any plants that grow well with or are beneficial if grown next to marijuana, whether flowers, herbs, shrubs or veggies? There are a few small Salvia and Yarrow near it. - Rebecca
Dear Rebecca,
It sounds like you have a nice well-growing plant on your hands. As far as buds, you should start seeing buds forming on your plant around August. If that hasn’t happened, then you may have an issue with light getting to the plant during the dark cycle (nighttime). Make sure there’s no light leaks coming from your house or a streetlight that could interrupt the night. Any interruption will keep your plant from flowering and maintain it in the vegetative stage.
Also, 6-7 hours of sun is less than ideal during the vegetative stage so any way that you can increase the amount of sun or supplemental light would be helpful until the flowering stage begins. You can encourage flowering by adding

Toledo Decriminalization Law Gives �??No Fines, No Jail Time�?? for Felony Pot Offenses

While Ohio Attorney General Mike DeWine attempts to sabotage a measure completely decriminalizing marijuana possession in the city of Toledo, local prosecutors appear to be doing their best to maintain the integrity of the ordinance.
A recent report from the Toledo Blade suggests that ever since voters approved a measure last September that eliminates the criminal penalties associated with misdemeanor and felony pot possession, only one person has been convicted of the offense—an 18-year-old woman by the name of Mariah Smith, who received a sentence of “no fines and no jail time.”
A total of 21 defendants have been arrested for marijuana possession since the ordinance went into effect last year. All, with the exception of Smith, are currently awaiting trial, or for their charges to be reduced to disorderly conduct, according to the report.
Toledo’s decriminalization measure, which was approved by 70 percent of the voters in 2015, is perhaps one of the best ordinances of its kind in the entire nation. Not only does the law decriminalize the possession of marijuana in small amounts, but it also eliminates all of the criminal penalties and fines associated with felony possession and trafficking.

In a recent town hall meeting, Maine Governor Paul Le Page made the incredibly racist comments that out-of-state drug dealers “with the name D-Money, Smoothie, Shifty” are impregnating the “young white” girls of Maine.

How Long After Harvest Is Medical Marijuana Considered To Be �??Useable�?? In Michigan?

How long after harvest is medical marijuana considered to be ‘useable’ in the State of Michigan? That’s a question that the Michigan Appeals Court had to answer recently. The question arose out of a case that started with a raid in Michigan in 2012. During the raid, cops confiscated 5.6 pounds of marijuana from Alenna Marie Rocafort. Her attorney argued that the weight was inflated because the marijuana was just harvested four days prior, and therefore wasn’t ‘useable.’ The Michigan Court of Appeals disagreed, and in a 2-1 ruling determined that the marijuana was indeed useable. Per WZZM13:
“There was no dispute that the marijuana had been drying for four days when it was seized,” they wrote. “The lower court judge was not wrong in concluding the seized marijuana was dried, and thus usable under the MMMA.”
In a two-page dissent, Stephens said the evidence did not establish that the 5.6 pounds of marijuana was “dried leaves and flowers.”
“There is a difference between what the Legislature has termed marijuana and useable marijuana,” she wrote. “Testimony differed as to the amount of days required for the marijuana to be dried.
“I acknowledge the difficulty in determining ‘dried marijuana’ when even so-called completely dried marijuana contains 10 percent moisture, but I would also call upon the Legislature for clarification,” Stephens urged.

The Most Outrageous Drug War Deaths Of 2015

An as yet unnamed man killed by police in Rawlins, Wyoming, on December 30, after they were called to a convenience store about a person believed to be selling drugs in the parking lot, and Burlington, Vermont, resident Kenneth Stephens, 56, shot and killed by a state trooper and a DEA agent on December 22 when he met them with a rifle as they raided his apartment, were the last two people to make the Drug War Chronicle’s drug war death toll tally, bringing it to 56 for the year.
This is the fifth year the Drug War Chronicle has tallied drug war deaths. There were 54 in 2011, 63 in 2012, 41 in 2013, and 39 in 2014. That’s an average of just a hair under one a week during the past five years.
The Chronicle’s tally only include deaths directly related to US domestic drug law enforcement operations — full-fledged, door-busting, pre-dawn SWAT raids, to traffic stops turned drug busts, to police buy-bust operations. Former Vermont Attorney General Kimberly Cheney, a Republican, will throw his support behind the effort to end marijuana prohibition in 2016 and appear in online ads set to launch Tuesday that highlight the benefits of regulating marijuana.
The Vermont Coalition to Regulate Marijuana (VCRM) will hold a news conference Tuesday at 1 p.m. ET in the Cedar Creek Room of the Vermont State House to formally announce Cheney’s endorsement, display one of the ads, and express support for the vision Gov. Peter Shumlin laid out last week during his state of the state address.
On Thursday, Gov. There are so many cannabis events these days. Some focus on industry, some focus on entertainment, and others focus on any number of other niches/topics within the marijuana world. There are a lot of people out there that think that marijuana smoke and tobacco smoke are the same, and that both are equally bad for you. But is that true? I took two terms of American Sign Language (ASL) when I was in college. That in no way makes me fluent in ASL, especially since it was so many years ago. I think I can introduce family members, tell you what my favorite color is, and I know all of the signs that go with the hip hop song It’s Tricky by RUN DMC (I did it for a class project, plus the song is a jam). But despite my lack of personal ASL fluency, I do know about, and have a deep respect for, Deaf culture.
I am not shy about which Portland, Oregon dispensary is my favorite. What Is The Best Way To Save Water When Cultivating Cannabis Outdoors?
My friend Bee sent me a link today on social media that greatly impressed me. The link was to a video of a guy who pitched on the TV Shark Tank. The guy was pitching a product that helps outdoor plants consume less water and prevent frost damage. The product is not necessarily designed for cannabis cultivation, but I think it could be used while growing marijuana outdoors and product amazing results. It’s a very simple, yet effective concept.
To be clear, this is not in any way an advertisement. I genuinely think that this product is amazing and should be something that every outdoor marijuana grower uses. And not only am I impressed with the product, I’m even more impressed (and inspired) with the story behind the product. According to the pitch on the TV show, the person pitching (Johnny Georges) and his father came up with the idea while they were farming.
