Michigan State Review Of LEIN System Finds Need For More Controls

Michigan’s Office of the Auditor General completed a performance audit of the LEIN administration in April of 2016; of the three target objectives, two were scored “Moderately effective” and the third was merely “Satisfactory, with exceptions”.
The LEIN system, or Law Enforcement Information Network, includes in-car computers linked to a police database of criminal activity. Created in 1967, the LEIN program is currently administered by the Michigan State Police (MSP) and the Department of Technology, Management and Budget (DTMB). Questions surround the control of access to the data, the timeliness of self-reporting tasks involving law enforcement, and individual agency compliance with MSP and federal rules.

The Rise Of Medical Marijuana In Germany

The recent weeks have seen some important governmental decisions regarding the German medical marijuana program. A month or so back, a court ruling declared that the first medical marijuana patient in Germany has the right to grow his own medicine at home. This ruling is seen as a precedent for all other patients and has prompted action within the German Health Ministry to come up with clearer regulations regarding medical marijuana.
Currently, there are 650 patients in Germany. The Health Ministry’s action will hopefully create a more streamlined system for obtaining one’s medical marijuana permission, as well as, implement a supply system that is able to properly serve the rising amount of patients in Germany, especially as the knowledge benefits of medical cannabis will only increase over time.

Bureau Creates Opportunity For MILegalize By Suggesting Petition Denial

The Michigan Bureau of Elections today issued a Staff Report containing a recommendation for the Board of State Canvassers to not certify the petitions submitted by the MILegalize marijuana legalization campaign. That’s a good thing, said MILegalize Chair, attorney Jeffrey Hank.
“The Bureau gave the expected response- but the speed of the decision really creates an advantage for us,” said Hank. The Board meets on Thursday, and the Staff Report is on their agenda for that meeting. “This gives MILegalize the greatest amount of time to litigate before the ballot deadline. The process could have stretched out through the summer.”

Huge Support For Allowing Doctors To Prescribe Marijuana In Pill Form To Veterans Suffering From PTSD

The results of a Quinnipiac University poll were released today, which found overwhelming support for allowing U.S. Veterans Administration doctors to prescribe medical marijuana to veterans suffering from PTSD in pill form. That’s a bit different than asking if there’s support for all forms of medical marijuana, but the results are still significant nonetheless. The poll found that 87 percent of participants supported allowing the prescribing of medical marijuana in pill form. The poll found that support was a bit lower in military households, with 82 percent supporting such a move. I am a huge fan of Baltimore Ravens player Eugene Monroe. That’s not because of what he does on the field, although he is an amazing athlete and I plan on rooting for him this upcoming season. MILegalize May 20 Rally A Success

A Friday rally drew more than 100 people to the steps of the State Capitol Building in support of the MILegalize campaign, which intends to put the issue of legalized marijuana on the ballot in Michigan during the November 2016 general election.
The campaign must turn in petition signatures by June 1. MILegalize has announced via press releases that they’ve collected more than 300,000 signatures from Michigan residents. Although that number is far in excess of the approx. 253,000 valid signatures needed to qualify for the ballot, MILegalize Chair Jeff Hank explained that does not guarantee the campaign has gathered enough valid signatures.
Signatures can be invalidated because of an unregistered signer, a duplicate signature, illegible handwriting or an error on the petitioner certification. Although the MILegalize organization pays a professional company to validate signatures, it is impossible to know how many of the 300,000 will be acceptable to the State, and so the campaign intends to collect petitions right up until the very day of turn-in.

Marijuana Trafficking Falls Following Statewide Legalization According To Federal Government

Federal marijuana trafficking prosecutions have declined significantly since the passage of statewide laws regulating the plant’s production and retail sale to adults, according to data provided by the United States Sentencing Commission.
According to the new report, the number of marijuana trafficking offenders prosecuted at the federal level fell dramatically after 2012 — declining from over 6,000 annually to fewer than 4,000 in 2015.
“The number of marijuana traffickers rose slightly over time until a sharp decline in fiscal year 2013 and the number continues to decrease,” the report concludes.
The period of decline overlaps with the passage and enactment of adult marijuana sales in various US states, including Colorado, Oregon, and Washington.

Activists React To Congressional Vote To Allow VA Doctors To Recommend Medical Marijuana

Thursday was a very big day for veterans, and for cannabis reform supporters that have been fighting alongside veterans to get the federal government to lift the ban on VA doctors discussing medical marijuana with patients. Thursday Congress voted to pass amendments that lifted the ban. Representative Earl Blumenauer (D-OR) introduced the amendment in the House, and Senators Steve Daines (R-MT) and Jeff Merkley (D-OR) introduced the amendment in the Senate. When I saw the House passage come across social media I was ecstatic, which was quickly followed by passage in the Senate, which blew my mind (in a good way!). Below are reactions to the votes. I tried to get something up sooner, but the last couple of days have been insane (stay tuned!). Most orgs issued reactions to the House passage, but I think that it’s safe to say that the joy applies to the Senate vote as well:

What Makes Cannabis Purple?
The answer is Anthocyanins. The word Anthocyanin was created by a German botanist named Ludwig Marquart in 1835. The word "anthocyanin" is derived from two Greek words - anthos meaning Flower and Kyanos meaning blue, which translate to “Blue Flower.” Anthocyanins are water-soluble flavonoids which contain coloring pigment usually found in the epidermal layer of plants. The range of the color spectrum vary from blues and purples, to pinks and magentas depending on the pH. The anthocyanins are present within the vacuole of the cells in plants tissues, leaves, fruits, and flowers. The pigment can also travel up trichome stalks from the bract where the trichome is attached, and even sometimes within the trichome head itself. Anthocyanins are powerful pigments compounds, and cannabis only needs to produce small amounts of these chemicals to produce a strong color.

Former California Prison Gone To Pot?

A vacant California prison that once housed inmates, presumably some of whom were locked-up for marijuana crimes, could serve a surprisingly different function if one California marijuana company has its away. Ocean Green Extracts, a cannabis concentrate producer in Southern California, wants to turn the defunct Claremont Custody Center into a marijuana grow and cannabis oil production center, the Fresno Bee reports.
As unlikely as it sounds, Ocean Green pitched the idea to the Coalinga mayor and city manager last month, and, according to the Bee, the city council supports the prison-to-pot proposal. Local residents, however, may be harder to convince: If Ocean Green gets its way, Coalinga would become the first in the San Joaquin Valley to allow for medical marijuana.
While the prison's inhabitants may change, the high-security aesthetic remains part of the company's pitch.
