John Morgan On Florida Medical Marijuana Bill: It�??s �??Tallahassee Window Dressing�??

A medical marijuana expansion bill has been passed by the Florida Legislature, and the bill is currently awaiting the Governor’s signature. While some are hailing this as a significant move, most activists see HB 307 as doing way too little. The United for Care campaign, led by John Morgan, has put a medical marijuana initiative on the ballot for the second election cycle in a row. The initiative is much better than the bill, and HB 307 in no way is a suitable replacement for the initiative, which is how some Florida politicians are framing it. John Morgan had some choice words in regards to the bill, which he e-mailed yesterday. See below:
Once again, Tallahassee politicians are putting their own campaigns before medical science and the rights of doctors.
Yesterday, they passed HB307, a bill that perpetuates the status quo except for a very small number of terminally ill patients.
This law would do nothing for people like my brother, a quadriplegic, or any other person who has intractable pain. It does nothing to help cancer patients who need marijuana to counter the affects of chemo. It does nothing for our soldiers with PTSD or patients with MS.

I know from first hand experience that some of the best cannabis growers on the entire planet live in Grants Pass. I spent a decent amount of time in GP, and it’s a beautiful place to live. However, there are some harsh rules being enforced there. A legal battle is being waged, and a legal fund has been setup. Please donate if you are able. Judge Wolke ruled against us and for the city. We will appeal. Please donate and encourage my attorney, Andrew DeWeese, who was kind enough to take this case without a retainer. He has been paid what has been raised here and personally; I still owe $2000 before the appeal.
There is plenty of error in Judge Wolke’s ruling to appeal. He sent his ruling on a pdf, printed in gray, so I took the liberty of transcribing it onto my blog, with a link to the original document at the beginning for comparison. It was not easy to get it all exactly right. In the end, I went over it by partial sentences, reading it aloud and comparing it to the printed copy piece by piece, finding little errors and one big one. Yesterday, the court granted summary judgment against us, reasoning that home growing of four cannabis plants disqualifies home grown cannabis from being considered “nursery stock” under Oregon law.

MILegalize Seeks NORML Endorsement

A letter was sent from Michigan NORML Executive Director Matthew Abel to the national office of the National Organization for the Reform of Marijuana Laws on March 7, asking them to officially endorse the MILegalize effort to bring legal cannabis use by adults to Michigan.
“We have raised and spent over $600,000, have two professional signature gathering firms at work, and continue to raise money and support volunteer collection efforts,” Abel writes. March 8 is Michigan’s Primary Election day, and the MILegalize organization will have petitioners collecting signatures at polling places all across Michigan.
MILegalize held elections for Board members prior to the campaign’s launch in June of 2015. Three people are members of both the Board of MINORML and MILegalize- attorney Abel, Jackson activist Steven Sharpe and this author, Rick Thompson.
In addition to his many credits, Abel is a Lifetime Member of the NORML Legal Committee and is the leader of the law firm Cannabis Counsel, PLC, in Detroit.

I have attended a handful of National Cannabis Industry Association (NCIA) events, and literally every single one of them have been educational, empowering, and were fantastic for networking opportunities. NCIA does an outstanding job of advocating for its members and the cannabis industry as a whole, which is why I have always supported them. They also hire a lot of Students for Sensible Drug Policy (SSDP) alumni, which is always a smart move and a surefire way to improve any organization or company.
One type of NCIA event that I haven’t attended yet is one of their ‘Quarterly Cannabis Caucuses.’ The first round of caucuses took place in January, and I heard from several people that they were amazing. I am going to try as hard as I can to get up to the Portland caucus on April 12th to check it out. Looking at some of the people that have been talking about it on social media, it is shaping up to be an amazing event.
I really like the concept of quarterly regional events, and tip my hat to NCIA for putting these on. The cannabis industry landscape is changing at a rapid pace, with stuff changing/evolving constantly. Massachusetts Senate Committee To Release Marijuana Report Tomorrow

The special Massachusetts Senate Committee on Marijuana is scheduled to hold a news conference Tuesday at 10:30 a.m. ET in the Senate Reading Room of the State House to release its report regarding the potential impact of regulating marijuana for adult use. Backers of a proposed November ballot initiative to regulate marijuana like alcohol in Massachusetts will hold a media availability outside the Senate Reading Room immediately following the news conference to respond to the report.
The report is expected to include recommendations for regulations that should be enacted if marijuana prohibition is repealed by the legislature this session or by voters in November. Members of the committee traveled to Colorado in January to examine the state’s system of regulating marijuana cultivation and sales for adult use.
“We commend the Senate committee members for traveling to Colorado to examine the state’s marijuana regulatory system,” said CRMLA Communications Director Jim Borghesani. “Based on news accounts of the trip, however, it appears some committee members traveled to Colorado with a bias against regulating marijuana and sought information to buttress their positions. Four In Five Illinois Voters Support Medicinal Marijuana But Split On Recreational

Right now Illinois has a flawed medical marijuana program. Patients aren’t allowed to grow their own medicine, and there is a limited number of conditions that qualify a patient for the program. That’s just two examples out of many of the deficiencies of Illinois’ medical marijuana program. Attempts to expand the program have been thwarted by the Governor, and since the program is a pilot program, there’s not even any guarantee that it will continue after the pilot program period ends.
The results of a poll were released today by by the Paul Simon Public Policy Institute which found that 82 percent of Illinois voters that were surveyed support medical marijuana. So why is the program so limited? Unfortunately the support for recreational cannabis wasn’t as high, although 45% is still within striking distance of a majority. Cannabis Compares Favorably To Conventional PTSD Treatments

I was sent the following information. All veterans and others that suffer from PTSD should be able to use medical cannabis if they choose to do so:
Care By Design, a California-based medical marijuana company, recently completed a survey of three hundred patients with PTSD (post-traumatic stress disorder). The survey asked what medications patients had used for PTSD-related symptoms (including cannabis), and then asked patients to assess each medication in terms of its impact on the hallmark symptoms of PTSD, including anger and irritability, anxiety, depression, pain, and sleep disorders.
The data suggests that cannabis compares favorably with conventional treatments for PTSD.
Key findings:
Survey respondents reported taking numerous medications for PTSD. In order of prevalence: Anti-depressants, anti-anxiety medication, cannabis, sleeping medication, mood stabilizers, narcotic pain medication, non-narcotic pain medication, anti-psychotics, beta-blockers, tranquilizers, and anti-convulsants.
Half of respondents had taken at least 5 medications for PTSD, and 7.5% had taken as many as eleven.
Survey respondents reported that cannabis was the most likely to improve PTSD symptoms—albeit to an unknown degree—and the least likely to make symptoms worse.
The most common medication prescribed for the treatment of PTSD among survey respondents was anti-depressants. Yet, few report it was effective. Only 18.1% of respondents said their depression got better on anti-depressants. Massaschusetts Lawmakers To Hold Hearing On Marijuana Legalization Initiative

Leaders of the Campaign to Regulate Marijuana Like Alcohol will testify at a legislative hearing Monday in support of a measure that would end marijuana prohibition in Massachusetts and replace it with a system in which marijuana is regulated similarly to alcohol.
The Joint Committee on the Judiciary is considering H.3932 because the CRMLA submitted more than 105,000 signatures in support of the proposal in December. The measure will appear on the November ballot if the Legislature does not approve it.
CRMLA campaign manager Will Luzier and campaign chairman Dick Evans will hold a media availability outside the hearing room at 12:30 p.m. ET immediately prior to the hearing.
“This is the Legislature’s opportunity to embrace a far more sensible marijuana policy,” Luzier said. “Marijuana prohibition does not eliminate marijuana use. It only ensures that marijuana is unregulated, untested, untaxed, and sold by gangs and criminals. I have had a lot of talks lately with people about cannabis dosing strategies. It’s a concept that wasn’t really around in decades past for the most part, at least not in any widespread way. However, cannabis consumption is getting more and more sophisticated, and people in regulated states can (and often do) measure and monitor the amount of cannabis they are consuming in a day. I’m not talking about if they smoke one bowl or two bowls – I’m talking about specific mg intake of THC and other cannabinoids.
I know a lot of people that don’t consume cannabis that often because they get too high too fast, and it doesn’t always sound appealing to them. Yet some of these same people definitely want to benefit from cannabis’ medical properties. Those are the people that I try to explain the concept of micro-dosing too. You don’t always have to consume cannabis to the point of intoxication. Poll: 78% Support For Medical Marijuana In Iowa

Iowa is probably not the first place that you think of when you think of states that are next up to reform its marijuana laws. However, there has been a lot of ground work being done there for quite some time, and considering how popular cannabis reform is these days, reform is certainly possible in Iowa. A poll was released this week which found that 78% of Iowans support medical marijuana reform. Per the Des Moines Register:
More than three-quarters of Iowans now favor allowing people to use marijuana as medicine, but most remain opposed to legalizing it for recreation, a new Des Moines Register/Mediacom Iowa Poll shows.
Iowans have steadily become more comfortable with the use of medical marijuana, which now is supported by 78 percent of the state’s adults, according to the Iowa Poll. That is up from 58 percent in 2013.
But most Iowans continue to oppose allowing people to smoke or eat marijuana for recreational purposes. Just 34 percent of adults favor that idea, up 5 percentage points from 2013, the poll shows.
