Florida Medical Marijuana Measure Qualifies For 2016 Ballot

Floridians will decide on a proposed constitutional amendment this November that seeks to permit the physician-authorized use and distribution of cannabis for therapeutic purposes.
Proponents of the measure, United for Care, collected more than the 683,000 signatures required to place the measure on the November ballot, the Florida Division of Elections has confirmed.
The ballot measure, entitled the “Use of Marijuana for Debilitating Conditions,” will appear before voters as Amendment 2.
Passage of the amendment would permit qualified patients to possess and obtain cannabis from state-licensed facilities. According to a November poll, 62 percent of Florida voters say that they support the passage of the amendment.

Vermont Marijuana Legalization Bill Wins First Committee Vote

A bill that would legalize marijuana and allow for regulated marijuana commerce is advancing. Senate Bill 137 passed out of the Senate Judiciary Committee on a 4-1 vote.
The bill allows for marijuana to be sold in stores, but bans home cultivation. Only licensed commercial grows in safe, secure locations will be allowed.
The Judiciary Committee vote to advance the measure came a day after six state physicians’ groups came out against the bill, citing what they called the ill effects of marijuana.
The measure now goes to the Senate Finance Committee, Judiciary Committee Chair Richard Sears said. If the bill gets through the Senate, it is expected to face a tough battle to get through the House this year.
Peter Shumlin (D), who has endorsed the measure, pronounced himself pleased.
“I want to thank Senator Sears for his leadership and the entire Judiciary Committee for their hard work on this bill,” he said in a statement. “This legislation meets the principles I outlined in my State of the State Address and I believe it provides the framework for our state to cautiously, step-by-step and in the Vermont way end the failed war on drugs policy of marijuana prohibition. Backers of a proposed ballot initiative to end marijuana prohibition in Arizona will unveil a Phoenix Open-inspired billboard on Monday to coincide with the kickoff of tournament events. The Campaign to Regulate Marijuana Like Alcohol will hold a news conference at 11 a.m. EST in front of the billboard on the southwest corner of 7th St. and Lincoln.
The Waste Management Phoenix Open is the world’s best-attended golf tournament, according to the Scottsdale Convention and Visitors Bureau, which refers to it as the “greatest party on grass.” The billboard will run throughout the duration of the tournament, which ends Sunday, February 7.

Marijuana Legalization Campaign In Maine To Submit Petition Signatures On Monday

The Campaign to Regulate Marijuana Like Alcohol will submit its petition to state officials on Monday in support of a ballot initiative to end marijuana prohibition in Maine. The campaign collected more than 100,000 total signatures and needs at least 61,123 valid signatures of registered Maine voters to qualify for the November ballot.
State Rep. Diane Russell will join the campaign for a news conference at 10 a.m. ET in front of the campaign’s headquarters in Falmouth (183 U.S. Route 1). Campaign leaders and volunteers will then load boxes of petitions onto a truck and deliver them to the Maine Secretary of State in Augusta (111 Sewall St.) at approximately 12 p.m. ET.
“Over the past six months, we’ve talked to tens of thousands of voters from all over the state,” said campaign manager David Boyer. “Most Mainers agree it is time to end the failed policy of marijuana prohibition, and they will have the opportunity to do it this November.”

More than three out of five New Mexicans believe that state law ought to be amended to permit retails sales of marijuana to adults, according to statewide polling data provided by Research & Polling Inc. and commissioned by the Drug Policy Alliance.
Sixty-one percent of respondents said that they supported legislation to regulate and tax retail sales of marijuana to those age 21 and over. Respondents’ support rose to 69 percent when pollsters indicated that sales taxes would be used to fund health-related programs.
Majority support for regulating the adult use of cannabis have previously been reported in a number of other state and national surveys.

Dear Dan, I want to grow outdoors, but first I want to start my plants indoors early. The question I have is what should I set the light to? When I plan to put them out they'll get 13 hours of light. So should I give them 13-9, or 16-8. Or what? I'm worried that they will flower earlier. - Eugene S.

Poll: Residents Strongly Support Moving Forward With Regulation Of Marijuana In DC

A substantial majority of District residents believe Mayor Bowser should move forward with taxation and regulation of marijuana despite Congressional prohibition, according to a survey conducted over the weekend by Public Policy Polling (PPP) for the Drug Policy Alliance, DC Vote, DC Working Families and the Washington City Paper. 66 percent of respondents believe the Mayor should pursue a legal method (such as use of reserve funds) to implement taxation and regulation of marijuana in the District. In light of Congressional interference attempting to prevent such regulation, 63 percent of residents view marijuana legalization as a statehood issue for the District.
A majority of respondents also recognized that limiting consumption of marijuana to the home is problematic for many residents (especially renters who could face eviction) and 61 percent would support the creation of regulated places where adults can legally consume marijuana.
“The District is at a crossroads; will our elected officials continue to prop up prohibition policies like the private club ban out of fear of Congress, or stand up for home rule and sound public policy by moving ahead with full legalization and regulation?,” said Bill Piper, Senior Director of National Affairs for the Drug Policy Alliance. “The Council and Mayor should listen to residents and take a stand for District autonomy by using.................http://www.theweedblog.com/poll-residents-support-regulation-of-marijuana-in-dc/

Life As A Marijuana Activist

Following the decision by Colorado voters to legalize recreational marijuana in November of 2012, we’ve seen similar victories in Washington, Oregon, Alaska and even in our nation’s capitol. To many outside observers, these recent successes appear to have come over night. But this is not the case. These changes have been decades in the making and cannot be attributed to any one specific person or campaign.
For years, marijuana activists have worked tirelessly to lay the foundation for future legalization efforts in this country. From the early days of employing civil disobedience tactics such as public smoke-outs and regular protests, to a more modern approach of meeting with elected officials through citizen lobbying efforts, marijuana activists are the workhorses in the fight to end the prohibition of marijuana. They are the boots on the ground.
Of course this level of commitment eventually takes its toll. Being a marijuana activist can be extremely draining, both mentally and physically. In addition to the constant scrutiny from friends and family, we often risk losing our job, housing and in some cases, custody of our children. Regardless of the many risks we face, we continue to fight another day, even with no guarantee of what the outcome may be — essentially risking our freedom to challenge over 70 years of oppressive marijuana laws.

Medical Marijuana Users More Likely To Consume Edibles And Vaporize, RAND Study Finds

People who use marijuana for medical purposes are much more likely to vaporize or consume edible forms of the drug than recreational users, according to a new RAND Corporation study.
The study, which surveyed people from four western states that have legalized medical marijuana, also found that those who use marijuana for medicinal purposes are more likely to report daily or near-daily use and consume more as measured by grams per day.
In addition, those who only use marijuana for medicinal purposes do not report use of marijuana concurrently with alcohol, while those who report using recreationally consume marijuana with alcohol on nearly one in five occasions. Findings regarding the simultaneous use of alcohol and marijuana is important because past research shows such activity is more likely to result in health harm, including accidents.
The study, found that 41 percent of people reported having used marijuana recreationally at least once in their lifetime, while only about 7 percent of those surveyed reported using marijuana for medical purposes. More than half of those who said they used for medicinal purposes reported that they did not have a physician’s recommendation to do so.
Published online by the journal Addiction, the study provides some of the first evidence about patterns of marijuana use in states that have legalized medical marijuana.
