Saudi Arabia's relentless campaign of beheadings continued last week with the execution of three drug convicts, AFP reports—bringing the number of people put to death so far this year to 63.
Two Yemeni nationals accused of bringing hashish into the kingdom were executed in the southwestern city of Jazan, near the border. A Saudi national was meanwhile executed in the northern region of Tabuk after being convicted of smuggling amphetamines. The desert kingdom seems set to make a new record in beheadings this year, having executed 47 people in a single day on Jan. 2 for "terrorism."

Tickets Go On Sale Next Week For The High Times Cannabis Cup In Pueblo, Colorado

I went to the High Times medical cannabis cup in Denver in 2012, and again the following year after recreational marijuana became legal. Both of those Cups were held at a venue called the Exdo Center in Denver. It was a beautiful venue with a lot of unique characteristics that made it a very fun place to attend a Cup. I had attended Cups in other states, but the Cups at the Exdo Center were particularly awesome in my opinion.
In 2014 and 2015 the Cup was held at a different location, a place called Denver Mart. I have never attended an event at that venue. When High Times applied for a permit to have the event at Denver Mart again, it was denied by Adams County officials. Per The Cannabist:

Long-Term Marijuana Use Associated With Improved Pain Relief, Reduced Opioid Use

The long-term, daily use of cannabis is associated with improved analgesia and reduced opioid use in patients with treatment-resistant chronic pain conditions, according to clinical trial data reported online ahead of print in The Clinical Journal of Pain.
Investigators with Hebrew University in Israel evaluated the use of cannabis on pain in a cohort of 176 patients, each of whom had been previously unresponsive to all conventional pain medications. Subjects inhaled THC-dominant cannabis daily (up to 20 grams per month) for a period of at least six months.
A majority of participants (66 percent) experienced improvement in their pain symptom scores after cannabis therapy, and most reported “robust” improvements in their quality of life. Subjects’ overall consumption of opioid drugs declined 44 percent by the end of the trial, and a significant percentage of participants discontinued opioid therapy altogether over the course of the study.
Authors concluded, “In summary, this long-term prospective cohort suggests that cannabis treatment in a mixed group of patients with treatment-resistant chronic pain may result in improved pain, sleep and quality of life outcomes, as well as reduced opioid use.”

Vermont Clergy Express Support For Marijuana Legalization Bill

In a letter to state senators on Tuesday, a diverse group of more than a dozen local clergy and faith leaders from across Vermont expressed support for legislation that would end marijuana prohibition in the state and regulate the cultivation and sale of marijuana for adult use. The bill, S. 241, is expected to receive a full Senate vote this week.
The full letter, including a list of signatories, is pasted at the bottom of this release.
In the letter, the faith leaders say they believe they have “a moral obligation to support change” because the state’s current marijuana prohibition laws “have caused more harm than good for the people of Vermont” and they are “disproportionately enforced against the poor and people of color.”
“As those who teach compassion and love, we believe the harm associated with marijuana can best be minimized through a regulated system that emphasizes education, prevention, and treatment rather than punishment,” they said. “For these reasons, we support S. 241, the proposal to end marijuana prohibition and regulate marijuana in Vermont.”
241 would make it legal for adults 21 years of age and older to possess up to one ounce of marijuana and establish a tightly controlled system of licensed marijuana cultivation sites, testing facilities, and retail stores.

Charity work, volunteering, and donations are a big part of my life. I volunteer for so many organizations, I’ve lost count. From politics to natural disasters, I have spent more than a decade working to make the world a bit better for everyone, especially those who may not have a voice. Even my full-time job is at a non-profit.

It’s a common enough cancer that treatment is relatively easy to find, but can be difficult for the average person to afford or get financial support during a long recovery. Vermont Marijuana Legalization Bill Poised For Full Senate Vote

The Vermont Senate Committee on Appropriations approved a bill (4-3) on Monday that would end marijuana prohibition in the state and regulate marijuana for adult use. It is now expected to receive a full Senate vote.
“The Senate has worked diligently and deliberately on this legislation,” said Matt Simon, the Montpelier-based New England political director for the Marijuana Policy Project. “Most Vermonters believe it’s time to end prohibition and regulate marijuana, and it appears most of their state senators agree. We are hopeful that the Senate will approve this commonsense legislation and send it over to the House for its consideration.”
241 would make it legal for adults 21 years of age and older to possess up to one ounce of marijuana and establish a tightly controlled system of licensed marijuana cultivation sites, testing facilities, and retail stores. It would also create a study commission to examine issues such as edible marijuana products and home cultivation, which would not be allowed under the bill. It would remain illegal to consume marijuana in public or drive under the influence of marijuana. If approved, rulemaking would begin this summer, but the new law would not take effect until January 2018.
Last week, Vermont Attorney General William Sorrell and two former attorneys general, Jerome Diamond and Kimberly Cheney, sent a letter to legislators encouraging them to move forward with the proposal to end prohibition and regulate marijuana.

Today, the National Organization for the Reform of Marijuana Laws (NORML), the nation’s oldest and largest marijuana law reform organization, announced that its Board of Directors has formally voted to endorse the California ballot measure known as the Control, Regulate and Tax Adult Use of Marijuana Act.
Since its founding in 1970, NORML has been a leading national voice for responsible marijuana laws in states all across the country and has helped increase public awareness of the failures and costs of marijuana prohibition.
“With the largest population of both marijuana producers and consumers in the United States, along with the largest voting delegation in Congress, the importance of voters in America’s most populous and influential state, California, passing a binding marijuana legalization ballot initiative in 2016 can’t be overstated,” said Allen St. Pierre, Executive Director of NORML. “On the matter of ending marijuana prohibition in America, as California goes, so too goes the rest of the nation.”

Ohio Poll Finds Strong Support For Medical Marijuana Prior To Initiative Launch

Approximately three out of four Ohio voters support amending the state constitution to make medical marijuana legal for patients with terminal or debilitating conditions, according to a new poll by Public Policy Polling.
The survey of 672 randomly selected Ohio voters was conducted February 17-18, just as advocates are preparing to launch a campaign in support of a constitutional ballot initiative to legalize medical marijuana. It found 74% of voters in favor and only 22% opposed with a margin of error of plus or minus 3.8%. The full results are available at http://bit.ly/1Vt3vdA.
“It’s become pretty common knowledge that marijuana can be incredibly beneficial in the treatment of a variety of medical conditions,” said Mason Tvert, a spokesperson for Ohioans for Medical Marijuana (OMM), a committee that has been formed to support the forthcoming initiative. “It’s not surprising that a vast majority of voters agree patients should be allowed to consume it if their doctors think it could be helpful. There are few laws still on the books that are as unpopular as those that prohibit sick and dying people from accessing medical marijuana.”

Colorado Seeks To Create Organic Marijuana Labeling Rules

I always say that the average marijuana consumer becomes more and more sophisticated every day. There will always be marijuana consumers that live in the ‘dark ages’ but with more and more states creating regulated marijuana industries, marijuana consumers are increasingly making their purchases at regulated outlets. Most marijuana consumers that I know that make their purchases at regulated outlets say that they do so because they like knowing what they are buying, something that isn’t always the case with the black market.
More and more consumers that I know are demanding all organic cannabis, and that’s a trend that I expect to continue moving forward. But what does that mean? What makes one harvest ‘organic’ and one not? That’s something that Colorado lawmakers debated started Friday. Per ABC:
Colorado starts work Friday on becoming the first state to regulate organic labels in its pot industry, with other legal weed states watching to see whether they too should step in to help consumers wondering what’s on their weed. Organic standards are regulated federally, and pot remains illegal at the federal level, meaning there’s nothing stopping commercial pot growers from calling their wares organic.
“Consumers have a right to know what they’re putting in their body,” said Colorado Rep. Jonathan Singer, a Democrat sponsoring the bill to create the state-sanctioned labels. The bill has its first hearing Friday in the state House Public Health Care and Human Services Committee.
