Today the Council of the District of Columbia voted to halt consideration of legislation that would permanently ban adult consumption of marijuana outside the home, and instead moved forward with the creation of a taskforce to explore the establishment of regulated places where adults can legally consume marijuana in the District.

“The will of District voters was upheld today by the Council, which voted unanimously to move forward on establishing regulated places where adults can consume marijuana,” said Kaitlyn Boecker with the Drug Policy Alliance. “One year ago this Council voted unanimously to ban such spaces, stripping residents of their rights under Initiative 71, but today Councilmembers righted that wrong and voted for reform,” said Boecker.

Initiative 71, which was overwhelmingly approved by District voters in 2014, legalized the possession of up to two ounces marijuana for adults over the age of 21, and allowed individuals to grow up to six plants in their home. The implementation of Ballot Initiative 71 in the District has resulted in an unprecedented drop in arrests forpossession of marijuana. D.C. laws prevented the ballot initiative from addressing the taxation and sale of marijuana, which requires action by the D.C. Council. New York legalized medical marijuana in 2014. It took a long time to get the program off the ground, and even after the programs launch, New York’s medical marijuana program left a lot to be desired. Because New York’s medical marijuana program is so limited, with only a handful of business licenses awarded, there are large parts of the state that have no safe access points at all. New York’s patient base is very small, and scattered all over the state. This scenario is resulting in many patients going without their medicine, if they are even able to qualify as a patient. One Assemblyman wants to change that. Per Capital New York:

Assemblyman Richard Gottfried has introduced legislation that would double the number of medical marijuana manufacturers and dispensaries in the state in the hopes of giving more people better access to the drug.

The legislation, introduced Friday, would enable the state health commissioner to register at least five more organizations to manufacture medical marijuana by next Jan. 1. Each organization would be allowed to operate up to four dispensaries.

Under the state’s current program, which was signed into law by Gov. Andrew Cuomo in 2014 and began dispensing the drug to seriously ill individuals last month, five organizations were awarded licenses to grow and distribute the drug. However, not all of them were ready to begin operating by the January start date.

The Council of the District of Columbia plans to vote tomorrow on legislation that restricts adult marijuana use in the District, prohibiting marijuana consumption everywhere but the home. The legislation is opposed by a majority of District residents and a growing number of councilmembers who oppose limiting consumption of marijuana to the home, favoring instead the creation of regulated places where adults can legally consume marijuana. Councilmembers are expected to offer amendments to the measure to allow a limited number of marijuana clubs in the District. Mayor Muriel Bowser and Council Chairman Phil Mendelson have opposed a compromise and have pushed the bill through the council in a move advocates say dilutes the will of D.C. voters and limits the District’s local autonomy.

“District residents are fed up with congressional interference with local marijuana policy. D.C. lawmakers would be wise not to cede more control of local marijuana policy to Congress by approving the Mayor’s ban on marijuana consumption,” said Kaitlyn Boecker, policy associate at the Drug Policy Alliance’s Office of National Affairs. “Initiative 71 granted adults the right to consume marijuana with other adults, a right which many councilmembers intend to fight for on Tuesday.”

The legislation would limit adult marijuana use in the District and require the revocation of a business’ license after a single instance of marijuana consumption by a patron on the premises. I remember when Obama was elected in 2008. From a purely marijuana activist standpoint, I had a lot of hope that he would do big things when it came to marijuana policy in America. I remember thinking that anything was possible while he was in office, including the end to federal marijuana prohibition altogether. One thing that I thought for sure was going to happen while Obama was in office was changing marijuana’s status as a Schedule 1 controlled substance, or at the very least, a very strong push for it by Obama.

I was in Las Vegas in November for all of the industry shows that took place. I saw a lot of products, and heard a lot of ideas, but the one that I was the most impressed with was the Dr. Dabber Boost electronic dab rig. I was consuming various forms of marijuana with friends while I was there, and one of the guys in the session whips out a black case that says ‘Boost’ on the lid. He asked if I had ever seen or used one before, and I admitted that I hadn’t.

The guy showing me the boost told me that it was fairly new, and that it was the best one on the market.
