New York Medical Marijuana Program �?? Reluctant Doctors And Low Patient Numbers

Compassionate doctors play a very, very big role in a medical marijuana program. States can create all of the lists of qualifying conditions that they want, but if there aren’t doctors that are willing to sign patients’ forms, a state medical marijuana program will never go anywhere. That’s why states need to refrain from putting added barriers in the way of a doctor helping a sick patient. If states put in additional hoops for a doctor to jump through, they are going to be even less inclined to help medical marijuana patients.
A current example of what I’m talking about is in New York. Unlike Oregon, where I live, doctors are required to not only be licensed as a doctor, but they have to get additional certification to recommend medical marijuana to patients. Between the additional hoops and federal laws, a lot of doctors are reluctant to sign up for New York’s medical marijuana program. Per Marijuana Business Daily:
High prices and a dearth of certified doctors who can recommend medical marijuana continue to hurt the five companies licensed to sell MMJ in New York.
That was made painfully clear this week following a presentation about medical marijuana at St. Peter’s Hospital in Albany that was attended by dozens of doctors – none of whom seemed willing to sign up to recommend cannabis, according to the Albany Times-Union.
A patient liaison at the hospital told doctors that they would also need to carry additional medical malpractice insurance if they decided to register to recommend MMJ.
As of March 8 there were only 1,565 patients in New York’s medical marijuana program, which is very low considering New York’s population size. If you were looking for an example of how the Michigan government has politicized every aspect of state authority, you just found it.
Homeland Security, Michigan State Police and other agencies raided nine medical marijuana distribution centers in the town of Gaylord, Michigan Thursday night, just weeks after the City Council passed an ordinance in support of dispensaries.
Not only did they hit those nine, they have swept out a total of at least a dozen mid-Michigan dispensaries within 48 hours. The raids began less than 24 hours after liberal candidate Bernie Sanders won Tuesday’s Democratic presidential primary election.
The primary election was called by news media in favor of Bernie Sanders at 11:00 pm on March 8. By 6:00 pm on March 9, the raiding of medical marijuana patient homes and businesses had begun.
Governor Rick Snyder strikes again, this time with a blue fist.

A bold public statement was released today by the Global Commission on Drug Policy stating that “an historic opportunity to achieve more humane and effective drug policy is at risk.” The Commission is referring to the 2016 United Nations General Assembly Special Session (UNGASS) on drugs — a meeting of all UN member states to evaluate the current state of international drug control. The UNGASS is taking place in New York from April 19-21 and is the first such meeting in 18 years.
“We are driven by a sense of urgency,” said Fernando Henrique Cardoso, Former President of Brazil and Chair of the Global Commission. “There is widespread acknowledgment that the current system is not working, but also recognition that change is both necessary and achievable. Twelve Central Michigan Medical Marijuana Dispensaries Raided In 48 Hours

In central Michigan at least a dozen medical marijuana distribution centers and many homes have been raided by various police agencies over the last 48 hours.
It began on Wednesday with police cars descending on a pair of centers where sick people certified by a physician and registered with the state obtain their medical marijuana. These centers, often called dispensaries, were located in Mio and Lewiston.
On Thursday the raids continued. Nine dispensaries in Gaylord and one in Vanderbilt were raided by police, resulting in two arrests for charges related to illegal distribution and possession of marijuana and THC products. The raided businesses are accused of having illegal forms of THC products, alleged independently by officers involved in both Wednesday and Thursday’s actions.
On Wednesday, STING raid teams, MSP troopers and Oscoda County Sheriff deputies seized “marijuana; growing equipment; other paraphernalia that is conducive for making edibles, which is illegal; THC wax; THC butter,” said Det. Sgt. Priest of STING.

Study: Marijuana�??s Influence On Driving Performance Differs Significantly From That Of Alcohol

Cannabis-influenced driving performance is significantly different from alcohol-induced driving behavior, according to driving simulator data published in the Journal of Applied Toxicology.
Investigators with the National Institute on Drug Abuse and the University of Iowa evaluated simulated driving performance in subjects following their consumption of vaporized cannabis, alcohol, or placebo.
Researchers reported that cannabis administration was associated compensatory driving behavior, such as decreased mean speed and increased mean following distance, whereas alcohol administration was associated with faster driving. Their findings are similar to those of other driving studies, like those here and here.
Investigators also reported that cannabis dosing in combination with low quantities of alcohol “mitigated drivers’ tendency to drive faster with alcohol” – a finding that contrasts with prior data acknowledging that the two substances combined typically possess an additive adverse effect on psychomotor performance.

Pot Matters: Trump on Drugs

Republican front-runner Donald Trump’s position on how to stop the drug epidemic is fairly simple—just say wall.
Trump wants to build a wall along the southern border of the United States, a “great wall that will keep illegal immigrants out.” But this Great Wall will, according to Trump, solve other problems. It will also keep drugs out of New Hampshire. In fact, Trump declares that when he builds his wall “no drugs are coming in.”
Why hasn’t anyone thought of this before? Wait, someone has, a group of fellows working for Richard Nixon, and they called it Operation Intercept. Douglas Valentine tells the story of this epic failure in his history of the DEA, The Strength of the Pack.
Nixon promised to solve the drug problem in a 1968 presidential campaign speech. He gave the speech to Martin Pollner, an advisor on crime, and told him to make it happen. Pollner was eventually assigned to work for Eugene Rossides, a Treasury Department official, supervising law enforcement with close ties to Myles Ambrose, the director of the Customs Service, which was then fighting a bureaucratic turf war with the Bureau of Narcotics and Dangerous Drugs (the predecessor of the modern DEA).
Pollner and Rossides wrote a paper, Ambrose took it to the White House and Nixon advisor John Ehrlichman assigned the problem to his hippie-hating assistant Egil “Bud” Krogh, who figured out that the relationship between drugs and crime made this a great political issue to exploit. Speaking at a recent campaign stop in South Carolina, Democratic presidential candidate Hillary Clinton called for reclassifying marijuana under the federal Controlled Substances Act, moving it from Schedule I—the most restrictive category—to Schedule II. “The problem with medical marijuana is, there is a lot of anecdotal evidence about how well it works for certain conditions,” Clinton opined. “But we haven’t done any research. Why? Because it is considered what is called a Schedule I drug, and you can’t even do research in it.”
To resolve this dilemma, Clinton said, she would move marijuana from Schedule I to Schedule II, “so that researchers at universities [and the] National Institutes of Health can start researching what is the best way to use it—how much of a dose does somebody need, how does it interact with other medications.”
Although Clinton’s call for rescheduling represents a modest improvement in her willingness to address America’s failed Drug War, her newfound stance is hardly progressive. Various marijuana-law reform advocates, including NORML and High Times, have filed administrative petitions over the course of the last few decades seeking to repeal pot’s Schedule I status.
Even among the 2016 presidential candidates, Clinton’s position isn’t unique. This past spring, Republican hopeful Rand Paul co-sponsored congressional legislation that would move cannabis to Schedule II. In September, Democratic candidate Martin O’Malley pledged that, if elected, he would use his executive powers to reschedule pot. Backers of an initiative to regulate marijuana like alcohol in Maine will file a lawsuit in Kennebec County Superior Court on Thursday that challenges the Secretary of State’s decision to disqualify the measure from the November ballot.
Campaign leader David Boyer and attorney Scott Anderson will announce the details of the suit at a news conference TODAY at 1 p.m. ET in the office of Portland law firm Verrill Dana (One Portland Square, 9th Floor). Anderson is representing a group of Maine voters who signed the petition in support of the initiative, including Boyer, State Sen. Eric Brakey, and State Rep. Diane Russell.
Last week, the Maine Secretary of State’s Office announced that a proposed initiative to end marijuana prohibition in Maine did not qualify for the November ballot. 61,123 signatures of registered Maine voters were required, and state officials determined that initiative backers submitted 51,543 valid signatures. Despite Philadelphia Marijuana Decriminalization African Americans Still Taken Into Custody At Much Higher Rate

The City of Philadelphia passed a measure that decriminalized possession of less than 30 grams of marijuana. However, issuing a ‘code violation’ instead of taking the person into custody is at the discretion of the officer. While most issue a code violation, some still do not. And those that do not are taking African American residents into custody at a rate of almost 5 times as often as non-African Americans. Per Philly.Com:
Black residents are still almost five times more likely to end up in custody for small amounts of weed.
According to that data from the Pennsylvania Uniform Crime Reporting System, 633 adults and 151 juveniles arrested for less than 30 grams of cannabis in 2015 by Philadelphia police.
Of the adults nabbed under the state misdemeanor for pot, 518 were African American (82 percent) and of the juveniles 112 were African American (74 percent).
I looked at demographic numbers, and African American residents make up 44.1% of Philadelphia’s population according to the 2010 census.
