They call it fresh skunk, the odor cloud or sometimes just the stink.Mike Wondolowski often finds himself in the middle of it. He may be on the chaise longue on his patio, at his computer in the house, or tending to his orange and lemon trees in the garden when the powerful, nauseating stench descends on him.Mr. Wondolowski lives a half-mile away from greenhouses that were originally built to grow daisies and chrysanthemums but now house thousands of marijuana plants, part of a booming — and pungent — business seeking to cash in on recreational cannabis, which has been legal in California since January.“If someone is saying, ‘Is it really that bad?’ I’ll go find a bunch of skunks and every evening I’ll put them outside your window,” Mr. Wondolowski said. “It’s just brutal.”When Californians voted to legalize recreational marijuana in 2016, there were debates about driving under the influence and keeping it away from children. This is a year that just about everybody is eager to see come to an end, but when it comes to drug policy, 2018 hasn’t been half-bad.We’ve seen marijuana legalization spread further, we’re on the verge of seeing Congress pass major sentencing reform legislation, and the ban on domestic hemp cultivation is coming to an end, among other things.A lot went on in drug policy in 2018. Here are eight stories that helped define the year:1. Overdose Deaths Remain Unconscionably High But Appear to Have Leveled OffThe nation’s fatal drug overdose crisis is far from over, but it now looks like it at least didn’t get any worse this year. Driven in large part by the rise of fentanyl, overdose deaths reached a stunning 72,000 in 2017, a figure ten times the number in 1980 and double that of only a decade ago.But preliminary reports on the 2018 overdose numbers suggest that this may be the year the crisis began to ease. In June, the Centers for Disease Control and Prevention released provisional data showing that overdose deaths had declined for six straight months, dropping 2.8 percent from their 2017 peak. That report also found that opioid overdose deaths had declined by 2.3 percent.With both heroin and prescription opioid deaths declining, fentanyl has emerged as the most common drug involved in overdoses, being implicated in about a quarter of all drug overdose deaths. While the apparent decline in opioid overdose deaths this year is good news, the recent increases in cocaine and methamphetamine overdose deaths is not. And while any break in a years-long climb in overdose deaths is certainly welcome, another 70,000 or so Americans will still have died from them this year. We have a long, long way to go.2. The Missouri Department of Health and Senior Services (DHSS) announced Tuesday that the department will begin accepting application fees for the following Medical Marijuana facilities beginning January 5th: Cultivation Infused Products Manufacturing DispensaryThe department also announced that State Representative Lyndall Fraker and Amy Moore will be joining DHSS as Director of Medical Marijuana and Deputy Director/Counsel for Medical Marijuana, respectively.DHSS reminds facility fee applicants that: Application fees are non-refundable. The Pre-Filed Application Fee Form is not the facility application form. Facility application forms will be made available at a later date. He pledged to veto any legalization bill that reaches his desk, and he publicly asked the Governor’s Commission on Alcohol and Drug Abuse Prevention, Treatment, and Recovery to join him in making “a strong stand” against reform efforts in the legislature.Gov. Sununu reportedly acknowledged that “there’s a good chance that veto could get overruled.” He may be right — the gains made in the November election made it possible that we could achieve two-thirds majorities in both the House and Senate. Self-reported marijuana use by adolescents has failed to increase in recent years despite the majority of states legalizing it for either medical or adult use, according to the latest data compiled by the University of Michigan’s Monitoring the Future survey, which is commissioned by the US National Institutes on Drug Abuse. NIDA is a part of the US National Institutes of Health.Summarizing the findings in a press release, the agency acknowledged: “Rates of marijuana use by teens have been of great interest to researchers over the past decade, given major social and legislative shifts around the drug; it is now legal for adult recreational use in 10 states plus the District of Columbia, and it is available medicinally in many more. Fortunately, even as teens’ attitudes toward marijuana’s harms continue to relax, they are not showing corresponding increases in marijuana use.”Marijuana use prevalence by young people did not change significantly between 2017 and 2018, the survey data reported. Between the years 2012 and 2018, both rates of lifetime marijuana use and rates of annual marijuana use by 8th, 10th, and 12thgraders have declined. They’re also perceived as a healthier choice when compared with the lung-polluting effects of bongs, joints, and bowls.But—and we hate to be the bearers of bad news—while vaping technology may reduce the inhalation of pyrolytic smoke compounds, that doesn’t mean that your Kandypen is entirely without risk. A study published by JAMA Network Open suggests that vaporizing cannabis can lead to more immediate deleterious side effects and physical impairment, as compared to puffing the same amount of herb from a joint.The study was based on the reactions of 17 adults, all of whom averaged 27 years of age and qualified as infrequent smokers who haven’t used cannabis in over a year. So, take the following results with a grain of salt. Participants consumed varying quantities of marijuana in both vapor and smoke forms over three separate eight-and-a-half hour sessions. Then, the subjects answered a questionnaire that delved into the drug’s subjective effects. They also performed tests that measured their cognitive, psychomotor, and cardiovascular responses. Inmate Suing for Right to Smoke Cannabis as Part of His Religious Practice ShutterstockRastafarian inmate James Rose has sued the South Carolina Department of Corrections for violation of his religious freedoms while imprisoned. Primary among his demands are that his jailers allow him to grow out his dreadlocks and smoke marijuana, a cornerstone practice of the faith that originated in Jamaica. In his lawsuit, Rose reports that his dreadlocks were forcibly shaved in the prison.“The injuries I’ve sustained related to the events were migraine headaches, psychological trauma, mental anguish (depression), panic attacks, and nightmares,” Rose wrote in the handwritten document that he filed on Monday. The 41-year-old is suing the department to the tune of $1 million in punitive and actual damages. Rose is currently serving a life sentence in the maximum security McCormick Correctional Institution due to charges stemming from the 2013 murder of Lincolnville resident Leland Shannon Jr.Traditionally, Rastafarians consume marijuana for a variety of reasons, among them to aid meditation, produce heightened feelings of community, and to invoke religious visions.
