Rep. Kelly Cassidy announced Thursday that she is introducing new legislation for 2016 that would replace criminal penalties with a civil fine for possession of a personal amount of marijuana in Illinois.

HB 4357 would make possession of up to 10 grams of marijuana a civil violation punishable by a fine. Adults would no longer face time in jail, and the civil offense would be automatically expunged in order to prevent a permanent criminal record. The proposal largely mirrors legislation previously introduced by Rep. Cassidy that was approved in the Senate (37-19) on May 21 and in the House (62-53) on April 23, as well the amendments proposed by Gov. Bruce Rauner when he vetoed the bill and..........

During the Senate Judiciary Committee on December 8, Senator Jones ejected from the Chamber an Iraq War veteran who was there to plead on behalf of soldiers for reasonable medical marijuana laws.

On November 10, representatives of the Michigan Chiefs of Police (MCP), Prosecuting Attorneys Association of Michigan (PAAM), Michigan State Police (MSP) and the Michigan Sheriffs Association (MSA) gave testimony in the Senate Judiciary on a trio of medical marijuana bills proposing to establish new dispensary laws and change current language in the Michigan Medical Marihuana Act.

House Bills 4209, 4210 and 4827 were not actually brought up for consideration- even though the testimony was all directed at the content of those bills. Committee Chair Sen. Rick Jones allowed only these specially-selected groups to tell him what they want him to change. No citizens were allowed to testify, just cops and lawyers. The next Judiciary Committee meeting, December 8 at 1 pm, promises to offer amendments to the three-bill package that reflect the wishes expressed during the last Committee hearing on the subject.

The Mississippi government is saying that MPP is prohibited from raising money in that state because I’m a convicted felon.

Last week Georgia Governor Nathan Deal fired a warning shot across the bow of the medical cannabis ship, a warning shot to law makers that he may veto any legislation allowing for in-state cultivation of cannabis for medical use.

This week the Georgia Commission on Medical Cannabis will host its final hearing to draft a proposal and recommendation to the governor and the general assembly. Canada is poised to legalize marijuana sooner than later. The new Liberal Government campaigned on marijuana legalization, and it’s a promise that I think they will keep. Proof of that came on Friday during a speech to Canada’s Parliament, during which Canada’s Governor General David Johnston reiterated the current administration’s desire to legalize recreational marijuana in Canada. Per The Guardian:

Canada’s new Liberal government has repeated its pledge to legalize marijuana in a speech outlining its agenda as parliament resumes after the 19 October election.

A speech delivered by governor general David Johnston reiterated new prime minister Justin Trudeau’s plan to legalize and regulate the recreational use of marijuana. It is a position Trudeau has held since becoming leader of the Liberal party in 2013. However, for the first time, the government said it will restrict access to marijuana but did not elaborate.

Trudeau has said that legalizing marijuana would fix a “failed system” and help remove the “criminal element” linked to the drug. He also has said Canadians would benefit from analyzing the experiences of Colorado and Washington state, which recently legalized pot.

The Portland NORML Legislative Committee will meet December 7th at 8pm at the NW Cannabis Club located at 1195 SE Powell. The Committee will discuss Legislative strategy that will benefit consumers at this meeting, especially the most vulnerable consumers – therapeutic cannabis consumers, with Leland Berger as Chair.

The OMMP Rules Advisory Committee will be meeting earlier in the day, and local cannabis clubs have been advised that consuming marijuana at these private locations will be in violation of the Indoor Clean Air Act (ICAA) as of January 1st, so these topics are likely to be at the top of the list for conversation. Time permitting, other consumer-oriented issues can also be discussed. Feel free to propose additional issues for the next Portland NORML Legislative Committee on the first Monday of January while at this meeting, as well, so they can be added to the agenda for January’s meeting.
