Virginia House Republicans Favor Criminal Penalties For Simple Marijuana Possession

There were a historic 21 marijuana-related bills presented in the Virginia General Assembly this year. Unfortunately, most were dead on arrival in the Virginia House of Delegates. Each of the 6 expungement bills, both decriminalization bills, and the drivers license decrim bill, heard by the House Courts of Justice Criminal Law subcommittee were killed along party lines, with Republicans voting to table each of the 9 pieces of legislation. Vivienne Smith, the Director of the Virginia chapter of Republicans Against Marijuana Prohibition stated that she was disappointed the republicans on the committee so swiftly tabled bills supported by the majority of Virginians. ”It’s unfortunate that the republicans in the House aren’t being more pragmatic. Marijuana is now a mainstream topic of debate and will only become more so as we approach the 2016 elections. Holding steadfast to the notion that marijuana users are criminals will only hurt our party.”
Pam Novy, the Executive Director of Virginia NORML, states that she remains optimistic, in spite of the recent setback. “While the likelihood of advancing similar legislation now in the Senate has certainly decreased, it’s clear that many republican lawmakers see the need for change. Many are now willing to admit, at least privately, that criminalizing a substance that’s been used by nearly half of Virginians is simply wrong.”

Southeast Michigan Dominates Medical Marijuana Participation

New reports issued the the Michigan Department of Licensing and Regulatory Affairs show that Wayne, Oakland and Macomb Counties continue to dominate the registrations for the state Medical Marihuana Program (MMP).
In the first release of total program data since converting from a single year to a two-year registration cycle, LARA’s January 4 report titled, ‘Medical Marihuana Act Statistical Report For Fiscal Year 2015- revealed that Wayne County holds 25,949 registered patients. Following in order of patient numbers, the state’s top ten are: Oakland County (18,656); Macomb (15,012); Genesee (12,647); Kent (7,699); Ingham (6,982); Washtenaw (6,994); Muskegon (3,991); Jackson (3,775); and Kalamazoo (3,683).
Overall the number of patients registering in 2015 was about 9.5% less than a year before, and the number of caregivers registering was slower, too, by 22.6%. The FY 2015 period is the second year of a two-year registration period, meaning the FY 2014 and 2015 numbers are both included in the registry database.

Study: CBD Oil �??Highly Promising�?? In Pediatric Epilepsy Treatment

The administration of cannabis oil extracts high in cannabidiol reduces seizure frequency in children with intractable epilepsy, according to clinical data published online ahead of print in the journal Seizure.
Israeli researchers retrospectively evaluated the effects of CBD oil in a multicenter cohort of 74 patients with intractable epilepsy. Participants in the trial were resistant to conventional epilepsy treatment and were treated with CBD extracts for a period of at least three months. Extracts in the study were provided by a pair of Israeli-licensed growers and were standardized to possess a CBD to THC ratio of 20 to 1.
Investigators reported: “CBD treatment yielded a significant positive effect on seizure load. Most of the children (89 percent) reported reduction in seizure frequency. … In addition, we observed improvement in behavior and alertness, language, communication, motor skills and sleep.”
They concluded, “The results of this multicenter study on CBD treatment for intractable epilepsy in a population of children and adolescents are highly promising. Further prospective, well-designed clinical trials using enriched CBD medical cannabis are warranted.”

Florida Medical Marijuana Initiative Gets Enough Valid Signatures For 2016 Ballot

The Florida medical marijuana campaign team that put medical marijuana on the 2014 ballot have been gathering signatures for a 2016 effort, and the good news broke earlier today that enough signatures have been validated to put the new and improved initiative on the 2016 ballot. The 2014 version lost by just 2 points, and this election cycle should be more favorable since it’s a Presidential election cycle, and also the initiative was tweaked a little to be more ‘Florida voter friendly.’ Below is a message that I received from the campaign. New polling data about New Mexican’s attitudes towards changes in marijuana policy will be released tomorrow during a press event at the State Capitol. The new data reflects the state’s shifting outlook on marijuana policy reform. Results show the majority of New Mexicans polled are in favor of reforming our current marijuana laws.
This event will include remarks from State Senator Jerry Ortiz y Pino who has recently introduced Senate Joint Resolution 5 which proposes an amendment to New Mexico’s Constitution allowing for the possession and use of marijuana and hemp by adults. It also requires that revenues generated from sales and taxation be used for New Mexico’s public education needs, the Medicaid program or drug and alcohol rehabilitation programs.

Congress Members Urge VA To Change Medical Marijuana Policy

In a letter to Veterans Affairs Secretary Robert McDonald released Wednesday, a bipartisan group of U.S. Senate and House members urged the Department of Veterans Affairs to allow VA doctors to write medical marijuana recommendations to veterans in accordance with state laws.
The letter comes four days before the expiration of a directive that prohibits VA doctors from recommending medical marijuana, even in states that have made it legal.
The Congressional members, led by Kirsten Gillibrand (D-NY), Steve Daines (R-MT), and Jeff Merkley (D-OR) in the Senate and Earl Blumenauer (D-OR), Dina Titus (D-NV), and Dana Rohrabacher (R-CA) in the House, say the current policy “disincentivizes doctors and patients from being honest with each other,” noting, “It is not in the veterans’ best interest for the VA to interfere with the doctor-patient relationship.”
“Congress has taken initial steps to alleviate this conflict in law and we will continue to work toward this goal,” the senators and representatives wrote. “However, you are in a position to make this change when the current VHA directive expires at the end of this month. DC Council Committee On The Judiciary Permanently Bans Marijuana Consumption In Private Clubs

Today the Council of the District of Columbia Committee on the Judiciary voted to dilute the will of District voters who approved Ballot Initiative 71 by passing unnecessary legislation largely outlawing adult marijuana use in the District. The passage of the controversial measure occurred under unusual circumstances. Almost no notice of the markup of the controversial bill was provided. Notice was not provided to the public until only a few minutes before markup, and even Committee members received less than 24 hours’ notice of bill consideration, in violation of the Committee’s own rules. In a very rare move, remarked upon by other councilmembers, Council Chairman Phil Mendelson joined the committee for the markup and provided the swing vote to advance the bill.
The bill approved by the Committee would make permanent the current blanket ban on marijuana use in private clubs, which is set to expire on April 15th. Cancer Registrations Increase For Michigan Medical Marijuana Program

Cancer was listed as a qualifying condition by 4.04% of Michigan’s medical marijuana program registrants in Fiscal Year 2014; in FY 2015 that number jumped to 4.47%, a 10.6% increase.
The Michigan Department of Licensing and Regulatory Affairs (LARA) issued the report titled, ‘Medical Marihuana Act Statistical Report For Fiscal Year 2015- on January 4, 2016, then issued an amended version on January 15. The report details the nature of the participants in the medical marijuana program.
The same document that lists ailments and illnesses reports total patient registrations. 182,091 Michigan citizens are registered with the medical marijuana program as patients, with an additional 34,269 registered as caregivers. There are 8,140 individuals using cannabis under recommendation of their licensed physician for cancer treatment in Michigan.

Ask Washington Lawmakers To Support House Bill 2629 To Legalize Marijuana Cultivation

marijuana washington state felony drug possession Washington legalized the possession of recreational marijuana in 2012. However, Washington did not legalize the cultivation of marijuana. In Oregon, Colorado, Alaska, and Washington D.C. cultivation was a part of the legalization initiative. Washington’s marijuana legalization model has clearly been deficient because of this. Washington House Bill 2629 would fix this hole in Washington’s law. A petition has been started, language of which can be found below, and can be signed at this link here:
In Washington State the possession of up to an ounce of cannabis is legal for those 21 and older, as is the state-licensed distribution of cannabis and cannabis products. However, the cultivation of any amount of cannabis for personal use remains a felony punishable by up to five years in prison.
Bipartisan legislation – House Bill 2629 – has been introduced in Washington’s House of Representatives to legalize the cultivation of up to six cannabis plants for everyone 21 and older, while allowing them to possess up to 24 ounces harvested from said plants (though anything over an ounce must remain at the residence).
This is a common sense measure that would put Washington in line with Colorado and Oregon, two other states which have legalized cannabis, and allow personal cannabis cultivation. Vermont Governor Peter Shumlin Endorses Marijuana Legalization Bill

Gov. Peter Shumlin and Chairman of the Senate Judiciary Committee Richard Sears (D-Bennington) today detailed legislation to cautiously and deliberately legalize marijuana in Vermont. The move comes after the Governor announced in his State of the State Address that he and Senator Sears would work to draft common-sense legislation to better regulate and eliminate the black market for a substance that over 80,000 Vermonters – almost one in eight – already report using on a monthly basis.
“The War on Drugs has failed when it comes to marijuana prohibition,” Gov. Shumlin said. “Under the status quo, marijuana use is widespread, Vermonters have little difficulty procuring it for personal use, and the shadows of prohibition make it nearly impossible to address key issues like prevention, keeping marijuana out of the hands of minors, and dealing with those driving under the influence who are already on Vermont’s roads. The system has failed. The question for us is how do we deal with that failure. The annual report evaluates the array of differing state medical cannabis programs across the country from a perspective often overlooked in policy debates: the patients’ and provides policy makers with model legislation and regulations.
