Electronically driven vaporizers deliver cannabinoids in a relatively safe and reliable manner, according to data published in the journal PLOS ONE.

Swiss investigators evaluated the ability of various types of vaporizer technologies to safely and effectively release THC and CBD (cannabidiol) in vapor. Researchers reported that electronically driven devices, which allow for precise temperature control, were able to provide for relatively safe and uniform dosing. By contrast, gas-powered devices performed in a more unreliable manner and “cannot be recommended for therapeutic purposes.”

Authors concluded, “[T]he four electrically-driven and temperature-controlled vaporizers investigated in this study efficiently decarboxylate acidic cannabinoids and release reliably the corresponding neutral cannabinoids into the vapor. Therefore, they can be considered as a promising application mode for the safe and efficient administration of medicinal cannabis and cannabinoids.”

Members of Congress called Monday for changing Mexico’s punitive marijuana laws at hearings on the use of the plant, whose cultivation and use were approved by the Supreme Court for four citizens last year.

“We have the challenge of proposing an alternative to the problem of the illegal market for marijuana and its negative consequences. Or remain as we are, running the risk of compromising the health, security and dignity of people,” the speaker of the lower house of Congress, Jesus Zambrano, said at the start of the session.

Congress must take immediate action to define the national position on cannabis legalization in the wake of the Supreme Court’s historic ruling to allow four citizens to use marijuana for recreational purposes, the lawmaker said.

I received some very good news from the Florida medical marijuana campaign today. It sounds like they campaign only needs roughly 45k valid signatures to make the ballot again. Ballots are still being counted, and the signature goal could be met very soon. Below is an update I received from the campaign today:

Over a million petitions have been turned in, and now it’s down to the final week, waiting as the Supervisors of Elections in each county finish processing them. As of this afternoon, we only have 45,823 left to be validated to hit our goal of 683,149 petitions.

I am confident we have turned in enough petitions to make the ballot by the deadline next week—and once we do, we are almost certainly going to be Amendment 2 again.

In 2014, we got 58% of the vote—more than the Governor—despite having more money spent against us than all of the previous opposition campaigns in any state combined. Still, they managed to overwhelm certain parts of the state with lies, and we simply didn’t have adequate funding to push back hard enough.

The voters of Wichita, Kansas voted to decriminalize personal marijuana possession in April 2015. Kansas law considers simple marijuana possession to be a misdemeanor, punishable by a year in a jail and a $2,500 fine. The initiative in Wichita made first time simple possession an infraction, punishable by just a $50 ticket. Even before the vote was held, Kansas’ Attorney General said he would challenge it if it passed. The initiative passed, and the promised legal challenge followed. The Kansas Supreme Court ruled on the matter this last week, and voided the will of the voters due to a technicality. Per Kansas.Com:

A voter-approved ballot initiative lessening marijuana penalties in Wichita was struck down Friday by the Kansas Supreme Court on a technicality.

The court did not address the state’s argument that the proposal conflicted with state marijuana possession laws. Instead, it decided that petitioners did not follow state law in filing the proposed ordinance with the city clerk.

“If the only way they can beat us is on a technicality, it really says something about their argument,” said Esau Freeman, one of the organizers for Marijuana Reform Initiative-ICT, which organized the ballot petition.

New statistics released by Michigan Department of Licensing and Regulatory Affairs put final numbers on the state medical marijuana program participants: 182,091 patients and 34,269 caregivers are currently enrolled.

A pair of reports were issued on January 4, 2016, containing the enrollment and expense figures for Michigan’s Medical Marihuana Program (MMP). The MMP took in $7,091,550 from patient and caregiver registration fees, and spent $3,872,590 in administering the program during Fiscal Year 2015.

This is the first completely accurate reporting of patient and caregiver numbers in two years. A legislative change turned the MMP from a single year registry program to a two-year registration period, starting in 2013. The 2014 patient registration report showed 96,408 patient registrants in FY 2014.

Similarly, the document issued by LARA on November 30, 2015 titled, ‘Michigan Medical Marihuana Act Registry ID Cars Issued And Renewed By County For Fiscal Year 2015- contained data for only 2015 registrants. It listed the number of patients registering and renewing during FY 2015 as 84,785.

The voters of Wichita, Kansas voted to decriminalize personal marijuana possession in April 2015. Kansas law considers simple marijuana possession to be a misdemeanor, punishable by a year in a jail and a $2,500 fine. The initiative in Wichita made first time simple possession an infraction, punishable by just a $50 ticket. Even before the vote was held, Kansas’ Attorney General said he would challenge it if it passed. The initiative passed, and the promised legal challenge followed. The Kansas Supreme Court ruled on the matter this last week, and voided the will of the voters due to a technicality. Per Kansas.Com:

A voter-approved ballot initiative lessening marijuana penalties in Wichita was struck down Friday by the Kansas Supreme Court on a technicality.

The court did not address the state’s argument that the proposal conflicted with state marijuana possession laws. Instead, it decided that petitioners did not follow state law in filing the proposed ordinance with the city clerk.

“If the only way they can beat us is on a technicality, it really says something about their argument,” said Esau Freeman, one of the organizers for Marijuana Reform Initiative-ICT, which organized the ballot petition.

Yesterday I saw something really cool happen on social media. Early in the day I saw an action alert go out from Arizona in which it was requested that patients and supporters call State Representative Jay Lawrence (R-Fountain Hills) to tell him that HCR 2019 was harmful, and to withdraw it. Then later in the day I saw alerts go out that the bill had been withdrawn. Fantastic! Per the Phoenix New Times:

State Representative Jay Lawrence (R-Fountain Hills) has withdrawn his bill that could have destroyed Arizona’s medical-marijuana program.

Lawrence’s bill, HCR 2019, would have stripped naturopaths and homeopaths of the right to recommend medical marijuana, even though those doctors write nearly 90 percent of the recommendations.
